    • Th e SCM measures administrative costs in terms of time spent by, originally, businesses (but in recent versions the model has been extended to citizens and public authorities) to comply with information obligations imposed by public regulation. Th e methodology boasts a high degree of precision (bottom-up measurement instead of top-down estimation), but has the drawback of only looking at information obligations. Th is limitation is often overlooked by proponents on the model and, besides, it is debatable whether burdens fl owing from information obligations are a suitable proxy for overall administrative burdens.
