The Siracusa Principles come from a non-binding document adopted by the United Nations Economic and Social Council in 1985 on the legal standards by which a government can legitimately limit human rights. In particular, the Siracusa Principles state that limitations are permissible provided that they are carried out in accordance with the law, with the legitimate objective of the general interest, are necessary in a democratic society to achieve that objective, are the least intrusive and restrictive means available, and are based on scientific principles and not imposed arbitrarily.
