For a discussion of the role of the UN Security Council as a component of the maritime piracy regime complex, see Mark Nance and Michael Struett, "Conflicting Constructions: Maritime Piracy and Cooperation Under Regime Complexes, " in Michael Struett, Jon Carlson, and Mark Nance, eds., Maritime Piracy and the Construction of Global Governance (New York: Routledge, 2012).

Fariborz Zelli, Aarti Gupta, and Harro van Asselt, in this issue, demonstrate that complexes can also have a common normative framework with differing details. Jean-Frédéric Morin and Amandine Orsini, in this issue, suggest that the difference may be a question of the developmental stage of the complex. We accept that possibility.

These piracy provisions are restatements of the provisions in the 1958 UN Convention on the Law of the Sea. The United States is not yet a party to the 1982 UNCLOS, but adheres to the definition of piracy that was reproduced from the 1958 Convention and considers states parties to UNCLOS 1982 to remain reciprocally bound to those provisions with the United States.
