An accurate understanding of the relationship of traffic to street dog population requires avoiding confusing intense traffic congestion with the accomplishment of a transition to near-complete reliance on mechanized transport. Intense traffic congestion, common in much of the developing world, typically results from the introduction of motor vehicles to urban infrastructure not designed to accommodate high-speed traffic and the need to park motor vehicles, where streets continue to be occupied by pedestrians, pushcarts, pedal-powered vehicles, and animal-drawn vehicles. Such congestion begins at a volume of motorized traffic which remains far below the volume of motorized traffic seen in the U.S. and Europe, where urban infrastructure was rebuilt during the 1950s to accommodate mechanization.
