Health reimbursement arrangements are employer accounts that an employer can pair with a health plan to help employees pay for medical expenses that are not paid by the health plan. Unused funds roll over from one year to the next, but the balance is typically forfeited if an employee leaves the workplace. Reimbursed medical expenses are taxdeductible to the employer and are not taxable income to the employee. In contrast, health savings accounts are owned by the employee and are portable when the employee changes jobs. These savings accounts can receive contributions from both the employee and the employer, and the contributions are not subject to income tax.
