I use the term "noncitizens" here because it is this characteristic that defines transboundary border-crossers' relationship to the immigration enforcement system. US immigration law uses various categories of "aliens," e.g., "illegal aliens" and "arriving aliens," while "immigrants" dominates mainstream US media, immigrant rights discourse and some academic work. This article focuses on detained families, the majority of whom obtain asylum (refugee) protection, and "immigrant" implies a broader set of economic, political, and social factors in the decision to migrate than these families entertained. The term "noncitizenship" ties this analysis to state-created categories, but it is these mechanisms of exclusion I analyse here. For a sustained analysis of terminology in the UK context.
