In an experiment, the magnetoelectric effect could combine with a two-dimensional Hall effect on the surface effectively causing θ to jump between ±π in different parts of the sample. Thus the bulk magnetization may average out. In reflectivity measurements on the surface the cancellation does not occur, and one can also correct for the effects of the dielectric constant in the material.
