2. The original structure of the National Archives reflects the somewhat confused legacy of the manuscript tradition. Although founded to acquire and preserve historically valuable records of the Federal government, the Archives was organized around divisions of cataloging and classification-concepts transferred directly from li-brarianship. Only in 1941 did the Archives reorganize, doing away with these two divisions and moving toward collective level description.
