1. Thomas M. Buchsbaum, Dr.iur. (Vienna), M.Phil. (Cantab.), an Austrian career diplomat, is currently Deputy Head of the Austrian Permanent Mission to the OSCE, Vienna, as well as Deputy National Co-ordinator for the 'Stability Pact for South Eastern Europe', with the rank of Minister plenipotentiary. His previous assignments include positions at the European, International Law, African and OSCE Departments of the Ministry, at Austrian Embassies in Damascus, Budapest, Algiers, New Delhi (Deputy Head of Mission) and Tokyo (Deputy Head of Mission) as well as Special Adviser to the Secretary General of the Council of Europe on OSCE issues.
2. The then French Prime Minister Edouard Balladur suggested at the European Council of Copenhagen, in June 1993, a 'Pact for Security and Stability in Europe'.
