Nor did sixteenth-century Amsterdam witness a transition from a guild-dominated society to one dominated by merchants, as Vance claims. Merchants continued to be incorporated in the oligopoly of ruling families. Guilds never exercised significant, direct political authority, though they controlled the organization of production and secured the welfare of their members.
