Regulations on the number of hours of therapy per day and the type of diagnoses in inpatient rehabilitation constrain this behavior. The regulations mandate that patients receive (and are capable of undergoing) intensive physical therapy in inpatient rehabilitation and that a large fraction of the patients in inpatient rehabiliation facilities are those deemed most likely to benefit from this intensive therapy
