The increase in Medicare payment rates to Medicare Advantage plans was very low in 2010 because of a downward adjustment to offset a portion of excess coding of risk scores compared to those of fee-forservice beneficiaries. This adjustment reduced aggregate rebate payments to Medicare Advantage plans, thereby putting pressure on supplemental benefits. This change is believed to have contributed to the slower growth in Medicare Advantage enrollment in 2010.
