The difficulties and delays experienced in the implemen- tation of anti-fraud measures on the EU ETS have also exposed deeper running EU governance questions. To what level is it practicable or appropriate to harmonise Member States' national laws and procedures? And who is respon- sible for the implementation of these policies? Such issues will pose even more significant obstacles to the successful linking of the EU ETS to the Californian or Australian emissions trading scheme as is currently being proposed (The Guardian, 2011; Point Carbon, 2011) and to the development of a global emissions trading scheme that may be developed for a post-Kyoto commitment period (Eller- man, 2009).
