PST) (on file with author) ("The serious question, of course, is whether WestSearch systematically makes certain types of materials less-likely to be retrieved because of how it weighs printing or downloading in its relevance determination. We certainly hope not, but it's important that the question be raised."). The answer is likely to depend on how relevant the result is and whether a key number captures the desired concept.
