1. The verification program survived these and similar critiques. Initially, the vote on Chabot-Conyers was delayed and the amendment was modified to strike the provisions of H. R.2202 for increasing the number of INS and Department of Labor inspectors who specialize in employer violations. The House defeated the modified Chabot-Conyers amendment 260 to 159 (79-152; D 79-108) Congressional Record 1996.
