"Persons or groups of persons who, for compelling reasons of sudden or progressive change in the environment as a result of climate change that adversely affect their lives or living conditions, are obliged to leave their habitual homes, or choose to do so, either temporarily or permanently, and who move either within their country or abroad". This definition was first put forward in a 2007 background paper (MC/INF/288) at the 94th IOM Council.

Note
-
Another legal issue connected to climate change and migration regards statelessness. In the case of sinking island states, not only would inhabitants need to leave their home, but entire countries could disappear. Migrants from these states would then risk becoming stateless, which calls for innovative legal and policy approaches.
