Vaccines have long been at the forefront of popular opposition to medicalization. They have also repeatedly ignited controversy over how benefit and risk are distributed (see James Colgrove, State of Immunity: The Politics of Vaccination in Twentieth-Century America [Berkeley: University of California Press, 2006]; and chapter 1 in this volume). In particular, vaccines have generally been given to healthy people at no special risk, often to children.
