    • Although interrogation and punishment have quite different functions, both can involve torture. In both cases, what is wrong about the act is the same-it is the unjustified infiction of severe pain or suffering. Moreover, in practice it is normally difficult to separate the infiction of punishment, intimidation, coercion, and the extraction of information from one another: the same act may serve all these functions.
