Under the Naturalization Act, an alien had to be a resident of the United States for fourteen years before he could become a citizen. Therefore such persons could not vote for fourteen years. The act was repealed in 1802. The Alien Act allowed the deportation of aliens, during peacetime, who were considered a threat to the United States (the act expired in 1800). The Alien Enemies Act allowed the imprisonment or deportation during wartime of male aliens over the age of fourteen who were accused of engaging in activities that were contrary to the interests of the government of the United States in time of war (the act expired in 1800). The Sedition Act ("An Act for the Punishment of Certain Crimes against the United States") was a broad proscription of spoken or written criticism of the government"( the act expired in March 1801). The passage of these acts by the Federalist Party sparked the Kentucky and Virginia Resolutions, which obligated states to nullify within their own borders laws that they considered unconstitutional. Quoted in Sibel Edmonds v. United States Department of Justice, et al., 323 F. Supp. 2d 65 (D.D.C. 2004). Chief Justice Marshall called this a "delicate matter" and noted, "nothing before the court . . . show[ed] that the letter in question contain[ed] any matter the disclosure of which would endanger the public safety," but "[i]f it does contain any matter which it would be imprudent to disclose, which it is not the wish of the executive to disclose, such matter, if it be not immediately and essentially applicable to the point, will, of course, be suppressed."
