    • In Sec., we define the elastic cross section as that for the |10〉 → |10〉 transition. This definition is not the same as adopted in Sec., but is natural in the presence of an electric field, which splits the |10〉 and |1, ±1〉 rotational states. Throughout Sec., we continue to use j as a label for field-dressed rotational states, even though j is not a good quantum number in the presence of an electric field
