There were various explanations for the reduced expenditure during this year (especially on activities related to poverty reduction), including delayed flows from donors and the uncertainties of the election year which is constraining private investment (see International Monetary Fund, Sierra Leone: poverty reduction strategy paper, Progress report, Washington: International Monetary Fund, 2008), but also the 'additional costs' involved in campaigning on the part of the government (personal interviews conducted in Freetown during March 2007).
