Of the non-white population, 11.2% are black and the remaining 3.8% are American Indians, Hispanics, Asian Americans, and Pacific Islanders combined. Id. Non-violent property crimes included burglary, stealing, tampering, fencing, vandalism, victimless arson, fraud, and trespassing. Id. at 110. The analysis of non-violent offenses will not likely be affected by the violent youth trend that existed between 1986 and 1994. This provides conservative estimates that suggest the possibility of a discriminatory process. Girls and other races were omitted from analysis. Id.
