But the latest technologies are more discreet, says Dave Yanchulis, an accessibility specialist with the Access Board, an independent federal agency that develops accessibility guidelines and standards under the Americans With Disabilities Act and other laws. Next spring the Access Board plans to issue draft guidelines for public rights-of-way.note.
