In a television interview, George Provopoulos, governor of the Bank of Greece, said that he briefed both George Papandreou and Constantine Karamanlis (current and former prime ministers) of the state's deteriorating economic conditions during the general election campaign in September 2009. He estimated the defcit to be 8 percent or more for 2009, depending on macroeconomic conditions. The defcit he referred to differs somewhat from the government's budget defcit because some obligations, for example, obligations by public hospitals to their vendors, are excluded.
