Arguments that proposed regulations are too costly to justify and will cause more harm than the pollution they are intended to control have been used to oppose action before, as in the U.S. car industry's opposition to the 1970 amendments to the Clean Air Act. Those amendments mandated that within five years vehicle exhaust emissions from new cars be reduced by 90%. Senator Edmund Muskie, the primary sponsor of the amendments, famouly introduced them by saying that the primary responsibility of the Congress in drafting the act was not to be limited by what is or appears to be technologically or economically feasible [but] to establish what the public interest requires to protect the health of persons, even if that means that industries will be asked to do what seems to be impossible at the present time [Committee Report Compiled for the Senate Committee on Public Works by the Library of Congress, Ser.
