    • South Africa was excluded from this study because it is classified as an emerging economy with regard to science and technology, and its inclusion would have skewed the findings. Kenya, which has the highest rate of patenting in all of Africa (outside South Africa), and Nigeria, sub-Saharan's largest economy, were chosen because of their relatively well developed innovative sectors, including excellent scientific research institutions and financial sectors. Ghana, Tanzania, and Uganda were chosen because they represent middle-level African countries in this respect; Rwanda was chosen as a representative of the least-developed countries in both the innovative sector and scientific institutions. Northern African countries were excluded because they are not classified as part of sub-Saharan Africa (22).
