    • Neuman and colleagues (Note 13) reported that among elderly beneficiaries without drug coverage in 2005, 60.7 percent enrolled in Part D, and only 20.2 percent remained uninsured. The differences between these estimates and our results may be due to their exclusion of nonelderly disabled beneficiaries. Heiss and colleagues (Note 12) reported that 23.8 percent of elderly beneficiaries with the option of enrolling in Part D remained without drug coverage by mid-2006
