Green suggests that core vote strategies are not as extreme or irrational as the traditionalist accounts imply, but should be analysed with a wider appreciation of issue saliency and valence politics. For example of the 2001 strategy, Green notes that 'remaining in opposition was inevitable, and so a campaign aimed at maximising the available vote on dimensions where it occupied an optimal ideological location and raising their salience can be viewed as entirely rational.
