In an interesting quantitative analysis of the top 200+ CCP members in the last two decades, Shih et al. demonstrate that their career advancement is linked positively to the performance of fiscal revenues in their respective local units. (Victor Shih, Christopher Adolph, and Mingxing Liu, "Getting ahead in the Communist Party: Explaining the advancement of Central Committee members in China," paper presented at CSSS Seminar, University of Washington, Seattle, USA, 7 October, 2009.) However, their work does not show that local GDP performance is an important determinant of career advancement. I suspect that this is partly due to the published local GDP statistics (the "public set") they used, which are not the internal accounting GDP statistics actually used in evaluating local officials.
