This was not the first time that the private operator, United Water, had been the subject of criticism. In 1996, one year after the United Water contract was signed, the company was also criticised for its part in what was colloquially known as Adelaide's 'big pong', when a 'widespread and offensive stench' covered the city. A team of Queensland University investigators ultimately traced the smell to raw sewage, which had accidentally been released into open treatment ponds at the city's Bolivar treatment plant. The head investigator was quoted as concluding: 'It was dollars driving everything. The big emphasis was on minimising costs. The Bolivar incident is an illustration of what can happen when things like monitoring and maintenance are cut to the bone.'
