The, Pool Coefficient increased from a figure of 0.897 in 2003, and it increased yet again to a figure of 0.913 in the 2005 compliance year. This increase is attributable to a move to a more accurate measurement approach and the Pool Coefficient is expected to continue to increase until around 2008 or 2009.
