For the purposes of the Protocol, "Annex I nations" may be defined as those parties listed in Annex I to the UNFCCC. In more pragmatic terms, Annex I lists the industrialised nations of the first world and those nations undergoing the transition to a market economy, eg the Russian Federation and Ukraine to name but two.

For the purposes of the Protocol, there are actually six gases listed in Annex A which are to be included in each party's reportable emissions. Those gases are: Carbon Dioxide (CO2), Methane (CH4), Nitrous Oxide (N2O), Hydroflurocarbons (HFCs), Perflurocarbons (PFCs) and Sulfur Hexafluoride (SF6). While some gases are worse than others (eg CH4 has around 21 times the greenhouse potential of CO2), for the sake of reporting requirements the Protocol requires all emissions to be converted into CO2 equivalent amounts as CO2 is by far the most prevalent greenhouse gas.
