The gross active storage of Xiaowan and Nuozhadu, which act as cisterns to the entire cascade, are respectively 14,560 and 22,400 (some sources say 22,700) billion cubic meters. Three other dams already operating have large reservoirs by any standard, but at about 1bn m3 each they are regarded as providing only 'seasonal storage', which in several dry sea-sons has been inadequate to maintain full power output.

Previously known as the Strategic Economic Dialogue, which focused only on high-level financial and trade issues, the addition of the 'and' opened up the meeting to the participation of the secretary of state and her Chinese counterpart. To date, the dialogue has been preoccupied with the global economic and financial crisis and climate change, but the scope of dialogue includes regional and international issues.
