Originally a blacksmith, Hoyle joined the railways in 1876. He helped to form the Railway and Tramway Employees Association and in 1885 he became its President 1890 he was dismissed from the railways and the following year he won a Redfern seat, alongside Schey, both of who later joined the Labor Party. Hoyle continued to represent Redfern until 1894 and although he was defeated the following year, he subsequently represented Surry Hills between 1910 and 1917. When he was returned for the seat of Canterbury in the 1891 election, he 'styled himself as a Labor Member.
