Some government resource people, who generally favoured racial statistics and also were responsible for reporting back to the conference organizers, resolved the difficulties in the reports. In the Health and Welfare session, the recorder stated that' the panel agreed on racial statistics on all programs concerned with providing health services to the public'. According to the transcripts, the panel had agreed nothing of the sort Sylvester papers
