5. The reasons for the decline are now widely accepted as being the impact of the internet, Google, publisher pay for view, big deals, retrospective conversion and open access.
6. Lean is basically the Westernised term for the Toyota Production System. TPS was created in Japan in the 1950s with the help of US experts (Deming, Juran, etc.) to help rebuild the economy with the minimum amount of investment. The underlying premise was customer satisfaction, produce "just in time" and "right first time" and have a passion for eliminating waste. The ethos was later developed into a more prescriptive tool kit and labelled Six Sigma.
7. OUTSELL, the worldwide research and advisory organisation, undertook a benchmarking survey in April 2008 of Docdel vendors and scored the BL very highly in terms of the breadth of collections and content, average on pricing, but not so good on the ease of doing business due to the "clunky" system interfaces. The Integrated Request Management Delivery System with planned implementation early 2011 will remedy this.

9. This method is Associate Level 1. If, due to budget constraints, the HE institution wants to participate but does not have the funding, then Associate Level 2 can be invoked, whereupon the end user has the option to pay.
10. This programme is about transferring the BL collection of 750 million pages of newspaper print from London to Yorkshire and storing it in a new "state of the art" building. Additionally the programme will aim to make content available digitally either via the BL or by a commercial partner.
