1. Throughout this article I use the term State, with a capital "S," to refer to those governments recognized as sovereign by other States, to avoid confusing the use of this term, particularly by people in States like the United States where subunits of this State are called states, with a lowercase "s." Most often, to avoid this confusion, the terms nation and nation-state are frequently used. But this creates more confusion, because many States are multination states and many nations flow across the borders of States. Alternatively, the term country is sometimes used. Of course, further confusion results from the United Nations, an organization comprised of member states. I address this problem in this and other publications by using the term State for so-called sovereign states and state for subunits of States. The point that I am making by this usage of the term is essential for all readers of Global Governance.
