ECPT, Art.5(3). The term of office of three of the first elected members was reduced to a two-year term by lot in order to ensure a regular turnover. This was a legacy of an earlier draft of the ECPT which envisaged a smaller committee limited (initially) to seven members and which did not consist of members from each State. See, 146.
