This is a survey of managers and owners of firms across 26 countries of Eastern Europe, the former Soviet Union, and Turkey. The survey was carried out twice, in 1999 and 2002, to generate comparative and temporal measurements of the quality of governance, the investment climate and the competitive environment, which can then be related to different characteristics of the firm and to firm performance. Over 180 BH firms participated. The sample of firms differed in the two surveys and overrepresented smaller firms in all 26 countries.
