It is important to note that the change of control in the U.S. House of Representatives following the November 2006 mid-term elections influenced Congress' willingness to investigate the Blackwater incident and promote new regulation of the industry. There were some efforts by members of Congress on each side of the aisle to politicize the issue of contractors, playing on the fact that Blackwater in particular had strong ties to the Republican Party. Since my concern is with the industry's capacity to self-regulate, I do not explore this issue further here.
