    • As defined by the Small and Medium-Size Enterprise Basic Law of 1963, a small or medium-sized enterprise in the manufacturing sector is a firm with 300 or fewer employees, or with a capitalization of 100 million yen or less, more vulnerable to a cut-off of credit in case of a downturn. The collapse of the bubble has made of many of them, particularly in manufacturing, highly indebted companies. Recent policies, such as the 1993 Law to Assist SMEs in Shifting to New Business Sectors, have incorporated a wide range of components such as special financing for investment in equipment that will assist established smaller firms in shifting to new product lines, tax write-offs for such equipment, counselling and other services for companies wishing to invest overseas [25]. More recently, the government has decided to extend a larger credit guarantee to help curb the number of bankruptcies
