    • Due to the need to protect sources, Benghai is a pseudonym. The county is located in central China and GDP per capita in 2009 was slightly higher than the provincial average. Benghai ranks in the top five in the province in terms of government revenues, meaning that the county government is in a position to provide services to rural residents, if it chooses to do so. Industrial output accounted for nearly two-thirds of GDP by the year 2000. This shift to an industry-centered economy means that the recent national abolition of agricultural taxes has not affected the income of the county government as seriously as it has in neighboring counties. When these taxes were abolished in 2004 they accounted for less than ten per cent of county government revenue
