    • This dependence on statecooperation is starkly illustrated by an importantcase in the UNcriminal tribunal for Rwanda. Following an Appealschamber decision to release Jean Bosco- Barayagwiza for abuse of process on the part of the Prosecutor, Rwanda suspended itscooperation and tookcertain steps to show its displeasure, including denials of visas and access to thecountry. About 16 witnesses were denied permission to travel to the seat of the tribunal in Arusha, Tanzania to testify, threatening to ground judicial proceedings to a halt. An application for reconsideration was duly lodged by the Prosecutor based on alleged new facts about thecircumstances in which the problematic detention of the accused had taken place. The judges revisited the issue and ordered Barayagwiza's trial. Rwanda resumed itscooperation. The accused was laterconvicted. See Prosecutor v.
