It has been known for over three decades that it is important to treat the initial and final states consistently for electron-impact excitation [D. H. Madison and W. N. Shelton, Phys. Rev. A 7, 499 (1973)], so these results may demonstrate that it is even more important for ionization. Another example showing the necessity of consistency between initial- and final-state wave functions when calculating transition probabilities is the many-body perturbation theory of Hino et al. [ibid. 48, 1271 (1993)].
