It is important to note that our surveys are not meant to establish the parliamentary salience of foreign affairs in relation to domestic policy but rather to probe into the salience of different foreign policy issues relative to each other. Thereby, we obtained nuanced findings on the relative salience of specific issues within the realm of foreign affairs, which we contend are best suited to infer the extent to which the Bundestag can control the government's policies on these issues from case to case. Our research design, however, is not to deny that domestic issues, such as unemployment or the state of the economy, will often take priority over foreign policy issues on many parliamentarians' lists of concerns.
