It then recommended wilderness designation for 15 million acres of land and multiple-use management for 36 million acres and left 11 million acres in a further planning category. Between 1980 and 1982 most legislative proposals to act on these recommendations met with congressional gridlock. Conservative Republicans pushed legislation to accelerate the time frame for wilderness designation and to limit future reviews.
