There is a debate regarding deindustrialization between the Liberal Marxists such as Bipan Chandra and the neoclassical economic historians. Chandra argues that to prevent British industry from facing competition in the Indian market, the GOI followed a deliberate policy of destroying Indian industry. Thus India instead of being a producer of industrial goods became a producer of primary products and this resulted in a drain of wealth from India to the metropole. On the other hand the neoclassical scholars argue that, because of inadequate technological infrastructure in India, the GOI followed a policy of encouraging agro-based industry rather than attempting to set up heavy industry which was bound to be uneconomical.
