SWAPO member Chief Kisco Liswani III of the Masubia Tribal Establishment lobbied strongly for government to fast-track the project which was supposed to put 50,000 hectares of currently communal land under irrigation and result in 300,000 [sic] permanent, plus 300,000 temporary jobs.
