Dans le cas de la France, la plupart des articles étudiés se concentrait sur la haute fonction publique, alors qu'on sait qu'il existe une distinction claire entre la haute fonction publique et « les petits fonctionnaires ». Toutefois cette distinction est moins stricte aujourd'hui et l'on peut affirmer que les valeurs de la haute fonction publique sont, par mimétisme, l'essence du service public en géné ral.
