This scaling is suggested by the work on Br islands on Cu(110) [Ref.], which shows that the substrate electrons mediating the interaction are mainly scattered by atoms at island rim. For extremely small clusters such as the heptamers depicted in Fig. 1 basically all cluster atoms reside at the cluster rim.
